CONSTRUCTION MANAGEMENT

  • Requisition/Construction Progress Meetings– Attendance at and participation in Requisition/Construction Progress Meetings which will be held once per month.  Attendance at the interim Construction Progress Meetings will be as required.  Minutes of the meetings will be generated by the contractor.  BCI will be provided copies of all the minutes.  If there is anything that we believe should be documented, we will bring it up at the meeting so that it can be incorporated in the minutes or we will request of the contractor that it be added to the minutes.  Our focus at the meetings will be to represent the owner’s interests.  We will be provided at least a three week notice of the date of the Requisition/Construction Progress Meetings.
  • Applications for Payment– Based on our site observations, we will review Applications for Payment at every Requisition Meeting for compliance with the contractor’s agreement (release of retainage, payment for stored materials), compliance with the lender’s requirements, appropriateness, math and compliance with the work in place and/or stored materials.  BCI will be acting as architect-of-record certifying the applications.  Applications for payment will be in the standard AIA format.
  • Change order review– Review for acceptability, appropriateness of costs and time, how overall budget and schedule are affected and compliance with contracted level of quality of the overall project. We will only recommend release of funds for fully executed change orders. BCI will be acting as architect-of-record executing acceptable change orders.
  • Schedule – Keep the owner and lender informed of unit turn-overs, compliance with the contractor’s, owner’s and lender’s schedule, timing issues related to work force, weather, permitting, regulatory agency approvals, etc.
  • Field design decisions– Develop solutions for field issues.  Work with the owner, lender, contractor and design architect, if available, in developing the most cost effective solutions for the tenant base and/or the owner’s continuing maintenance needs.
  • Punch list– BCI will perform the initial walk-throughs of the units at the time of the construction progress meetings.  BCI will punch out units to confirm compliance with the standard and sign off on units to be turned over at the time of the site visit.  BCI will work with the subcontractor collecting all of the required project close-out documentation for the owner.
  • Submittal review – BCI will review all submittals which are not in compliance with the original specifications and accept only those which are of equal or better quality.
  • Additional documents review – BCI will review any additional documents which might be generated during the course of the construction phase of the project including but not necessarily limited to: test reports, construction progress meeting minutes, and updated construction progress schedules.
  • A base monthly fee will be established – A monthly hourly allotment will be billed at the standard BCI hourly rate with any hours over the monthly allotment billed at a discount.

Different projects require varying levels of construction monitoring services, from a limited review of construction progress for simple, limited scope projects, to a more detailed evaluation of cost and time spent to date with observed construction progress. Monitoring tasks can include providing photographs, change order review, attendance at construction progress meetings and review of field engineering reports.

Building Consultants, Inc. offers the following Construction Monitoring Services:

  • Review of Application for Payment or Draw Schedule in conjunction with construction schedule, up to 10 change orders, plans and specifications, geotechnical engineering field reports, concrete test reports and any other back-up documentation required to substantiate the payment request.
  • Site visit to the project within five business days of receipt of Application for Payment; project photo documentation adequate to convey construction progress (no fewer than six photographs).
  • Telephone report to the lender representative within 24 hours after site visit providing recommendation for payment and brief construction status description. If additional documentation is required, the bank representative will be informed within 24 hours of site visit status of review.
  • A written field report giving:
    • a brief description of the status of the construction
    • recommendation concerning the disbursement of funds
    • brief description of documents reviewed since the last site visit (or Preconstruction Review) including geotechnical engineering reports, change orders, concrete test report, etc.
    • color photographs with computer generated photograph labels indicating project name, date of site visit and brief description of view
  • Additional services can be provided as requested including but not limited to: attendance at regularly scheduled construction progress meetings, preparation of construction progress meeting minutes, final walk-through, and preparation of punch lists.

LIMITED CONSTRUCTION MONITORING

Limited Construction Monitoring services performed by Building Consultants, Inc. (BCI) include the following:

  • Review of one developer’s/contractor’s monthly standard AIA format G702/703 Application for Payment
  • A site visit within four business days including:
    • walking the site and building(s) in progress observing at least 10% of occupied units in progress if applicable;
    • interview of the developer/contractor’s Project Manager and/or Superintendent; and
    • minimum of eight photographs taken at the time of the site visit of overall views of the project, major items of work in progress, stored materials on site, defective work if applicable.
  • Review of the construction progress
  • A telephoned report to the Client within twenty-four hours of the site visit.
    • A brief written field report mailed within five business days of receipt of the Application for Payment.
  • Review of the builder’s construction Draw Requests in conjunction with the builder’s draw schedules which have already been provided to us by the lender
  • Site visit of the specified lots and subdivisions. Up to three single family lots/units or five townhouse units will be visited per subdivision
  • Review of the construction progress in comparison to the Draw Schedule
  • Indicate status of construction completion directly on the submitted Draw Schedule matrix with the inspector’s initials and date of the inspection with handwritten notes if pertinent
  • Facsimile completed matrices to the lender within five days of receipt of request
  • No change order review or labeled photographs will be provided as a part of these limited Construction Monitoring services. Change order review and labeled photographs can be provided at an additional hourly fee.
  • The original completed matrices will be backup for the submitted invoice.
